ELVL poole pöördus Liisa Pakosta ettepanekuga osaleda projektis "CAPS (Children's Active Participation in Society) Project" , mille sisu lühidalt on järgmine:
Maa-amet teeb oma kodulehel planeeringute osale lapsesõbraliku äpi ja koostöös õiguskantsleriga ning ELVLiga valmistatakse ette juhised, kuidas seda äppi kasutada põhikoolitundides (geoinfosüsteem on 8. klassis õppekavas juba niigi) ja kuidas KOV-id ise sellest kasu saavad kui lapsed geoinfosüsteeme oskavad kasutada ja leiavad sealt ehk ka võimalust sõna sekka öelda mõnes kodulähedases planeeringus.
Teine suund on Tartu Ülikooli RAKE, mis analüüsib eri tunnuste alusel representatiivsust õpilasomavalitsustes, noortevolikogudes ja KOV valimistel hääletanute hulgas. Ja siis tekivad soovitused, et kuidas paremini kaasata puudega noori, rahvusvähemusi ja äkki on mingi ebakõla ka tüdrukute poiste vahel.
Kui raha antakse ja projekt toimib, siis ELVL saab pidada ettekande CEMRi (Euroopa üleriigiliste KOV liitude katusorganisatsioon ehk Euroopa Kohalike- ja Piirkondlike Omavalitsuste Nõukogu) soolise võrdõiguslikkuse töörühmas.
See on toetuskirjas ainus kohustus mille ELVL võtab.

Letter of support to CAPS project
Tallinn, 11. May 2020 (+a number of reference if such one exists)
By this letter, we would like to express our support for the project initiated by the Office of the Commissioner for Gender Equality and Equal Treatment in Estonia and aimed at capacity building in the area of rights of the child. Assessing national legislative and policy frameworks for child participation, with a view to design and implement practical tools to promote child participation at national and local level, is a very important answer to the issues regarding local governments needs for innovation, child involvement and research-based improvements.
The Association of Estonian Cities and Municipalities (AECM) is a voluntary union established for representing the common interests and arranging co-operation of cities and rural municipalities. Ensuring development of local governments through joint activities is the main goal of the AECM. The CAPS (Children's Active Participation in Society) Project significantly improves children's participation in two of the most influential and long-term impactful processes in democratic societies: participation in local government elections and in government planning and environmental impact assessment. Gender equality and minority rights are very important topics, especially during the crisis time. Ensuring democracy and good environment for our children is a topic that has more relevance every day for all local governments. To have research-based guidance and an innovative application on how local governments could do much better with getting feedback from children and youth and responding to it is going to make a significant change. Our union supports CAPS Project proposal, which represents an excellent cooperation initiative of key actors in Estonia - Equality and Equal Treatment Commissioner, Child Ombudsman, Land Board and Tartu University. The institution of the Association of Estonian Cities and Municipalities fully expresses its support to its intended aim of analysing the possibilities of different minority groups among children,
This Project has an all-European value, as the results are interesting and valuable for the work of CEMR (Council of European Municipalities and Regions) Standing Committee for Equality, as combining youth issues with equality issues is a cross-sectional important topic. We are ready to present the results via this network.
